The Grand Canal is finished (but it has navigation problems due to bad currents and rampant wild squid infestation). There's a little fishing village in-between the south canal entrance and the harbor-master tower. It's quaint, but, sadly, quite crime ridden. Be careful if you wander there. Be very careful.
