My City Is Growing

An arts district is taking shape on the east side of downtown, a new country palace has been completed on an island north of the city, accessed by a long thin causeway and I've started work on the Grand Canal. The dock area is a bit more developed with an ancient and mysterious looking Harbormasters Tower which just happens to be right next to the Spawn Site.
